Section 3.2: New Chapter Approval Process

How do people feel about changing the suggestion to have two leaders to a requirement? Or a minimum number of people committed before starting a chapter? The Foundation's concern is less that a person is starting a chapter just to get the benefits (free conference registration, owasp email) but more that they have the support they need on the ground. Also since it is hard to start up a group without an official platform, it gets to be a chicken and egg thing. We could try to institute a probationary period for new leaders, or identify startup and established chapters with different level badges like we do wih projects. It gives an incentive to the younger groups to maintain the chapter and gives established groups an incentive to mentor/incubate new groups, like what Tom is doing in NYC and Ali in UAE.
Section 3.4: Geographic Area
Typically a local chapter would cover an area in which a reasonable amount of travel time is expected to attend meetings. This would usually be a city or relatively compact municipal district. We do have chapters that cover entire countries or metropolitan areas, which may be large enough to expect some people to be disadvantaged in getting to meetings. Should we add text encouraging large coverage areas to rotate meeting locations to allow as many people to attend as possible over the course of a year?
We are also considering adding text covering at what point it makes sense to break up a geographic area. Thoughts here would be appreciated.
Section 3.5: Student, University, or Academic Chapters
Suggest we replace the reference to Global Education Committee with links to Student Chapter and Academic Supporter pages, since the committee is no longer operational. The Global Education Committee was originally set up to to work with the OWASP Education Project to provide educational materials for both internal and external users, develop liaisons with educational institutions worldwide. How can we support student chapters and the education project in keeping these materials up to date?
